CBR: Periodic consultation with management and unions and process towards a new collective labor agreement

We have had periodic consultations with management. These meetings take place four times a year. The purpose of these meetings is mainly to inform each other informally about the situation within the CBR, to discuss themes that emerge through the members and to discuss topics from the latest collective labor agreement negotiations in order to maintain progress.

Beforehand

We first agreed that the consultation is not an informal consultation, but a periodic consultation. This difference seems small, but it is not. We cannot formally share anything with our members from an informal consultation. As far as we are concerned, this is an undesirable situation because everything we discuss there is first and foremost in the interest of our members.

How are things going with the CBR?

The CBR has had a good year. The backlog in the practical exams is being cleared and it gives some space in the schedules to work on yourself. There is still a challenge with the theory exams. We are working on this and perhaps, just like with the examiners, there will be an arrangement to ensure extra effort. To be continued. A new works council (OR) has now been elected with three Union members. We wish the Works Council much wisdom and success with everything that will come their way.

Self-rostering

The proposal is to change the name to joint scheduling. The aim is to put employees more in control. Many discussions have already been held with many employees about the wishes, possibilities and impossibilities. We have agreed that we will now continue in a so-called tripartite committee involving the trade unions, Works Council, HR of the CBR and the project leader. In addition to a scheduling expert from the unions, an interest representative will also take a place here. In order to be well prepared in this committee, it is important that we receive input from the members. We will come back to the members on this after the first consultation that we will have within a month. This will probably involve a short questionnaire about the likes and dislikes. This is very important because the representative mainly acts on behalf of our members and therefore wants the final proposals for the collective labor agreement consultation to be supported by our members.

CLA texts

It is the express wish of the CBR that the collective labor agreement texts are clearer and easier to understand and that they do not contain texts that are open to multiple interpretations. We also think this is a good idea. But ultimately it must remain the same agreements that are also legally correct. We have hired a specialized agency to help us with this.

One of the ambiguities in the collective labor agreement is the texts about additional and overtime work. This theme will first be prepared separately by someone from HR and one of our executives who not only knows everything about the current collective labor agreement, but also knows everything about the origins of the agreements that are now included in the collective labor agreement, so that justice can be done to them. become.

New function building

The CBR would like to adapt the current job structure into what they call a "more modern" version of the current job structure and the associated wage structure. There are several systems accepted by trade unions, but this is a prerequisite for talking about this anyway. The MT is now collecting information about the various systems and will make us a proposal about this. We will first wait for the results until there is more clarity about this.

Process to arrive at a new collective labor agreement

The current collective labor agreement expires on October 31. It is our express wish to have the new collective labor agreement ready before November 1. Given all the protocol agreements we have made in the current collective labor agreement and discussed above, this will be quite a job. We will have an initial consultation on April 13 about how we will organize the entire negotiation process.

In the coming period we will be drawing up a survey and asking members what they do and/or do not want to have arranged in the new collective labor agreement. We will then incorporate the results of this survey into a draft collective labor agreement proposal letter. We will then ask all members whether the proposals will be approved.
