UWV: Result of collective agreement vote

Voting result

A majority of the members of De Unie has indicated that they do not agree with the outcome of the collective labor agreement negotiations. The negotiation result was through De Unie presented neutrally to the members. An explanation is given for each subject. The members were able to form their own opinion on this basis. This has therefore led to a negative voting result.

Explanation of the result

About 37% of the voters were positive. Some of these members indicated that, as far as they were concerned, a balanced negotiation result had been achieved. Another part indicated that they agreed because they estimated that this was the highest achievable result.

About 60% of the votes were negative. Many members have taken the trouble to provide a detailed response explaining why they voted against. And why for them the positive parts of the agreement do not outweigh the parts they are dissatisfied with.

The most frequently cited reasons for voting against are:

  • The collective salary increase is not sufficient to maintain purchasing power
  • The RVU appointment is missing
  • Travel allowance for other transport is insufficient

Collective salary increase and work pressure

The collective salary increase is the main reason for many of the voters against. UWV has asked a lot of employees in the past year. In addition, the workload is very high and it seems to be getting higher before a solution is found. It is stated that the UWV should have come up with a generous salary increase as a token of appreciation.

Travel allowance and RVU

The travel allowance for other transport is also mentioned as a reason for voting against. For employees, who live in parts of the country where public transport is less well organized, it does not feel fair that they have to incur costs in the future to be able to go to work. This is an important point for them. The RVU is a scheme aimed at older employees. Here too, for a smaller group of members, this is a weighty subject.

Still a collective agreement

De Unie will not sign the collective agreement. The majority of members have expressed their opposition to this. And we respect the opinion of the members. However, because the members of the other trade unions have agreed, the collective labor agreement is concluded. UWV considers it sufficient if three of the four trade unions sign.

How's it going

UWV does indicate that it considers it important that De Unie will remain involved in the elaboration of this collective labor agreement, and that we are negotiating the collective labor agreement for 2023. In the past few days I have held consultations with UWV to clarify why members of De Unie have spoken out against this collective labor agreement. I, advocate Inge de Vries, think it is important that the assessment of the members, their concerns and their dissatisfaction is heard by the employer. It should be clear that this collective labor agreement has not been welcomed. I have also indicated the nuances because many members are willing to agree. Their voice is also part of our story.

Your employer says he wants to understand what employees are dissatisfied with. And also wanting to work on terms of employment with broader support. As an example, UWV has indicated that it wants to better investigate the workload problem.

Target 2023

A number of important topics are on the agenda for the coming year.

  • De Unie wants to investigate how we can better match the terms of employment at UWV with the wishes and needs of the employees.
  • We are negotiating a new pension scheme.
  • The UWV collective labor agreement for 2023 must be concluded.
