UWV: Start of collective labor agreement negotiations

The collective labor agreement negotiations started on February 28, 2024 with the explanation of the proposal letters. Each of the five collective labor agreement parties has a proposal letter indicating how the collective labor agreement should be amended.

UWV has further specified some proposals in this consultation. We know that you are curious about the wage offer, but no clarity has been provided yet. During the next collective labor agreement meeting on March 13, the financial director will explain the financial situation of the UWV. We have stressed to the employer that we also need clarity about the salary range. You can follow your employer's proposals here read back. You can view the appendix to the UWV's proposals here read. Duration
UWV proposes a term of one year or longer.

Modernization of collective labor agreement
Holiday leave
Being able to exchange one or two holidays in exchange for days that are important to him/her. The office remains closed on the usual public holidays.

Special leave
Abolish:
– The day of leave for a 25-year and 40-year marriage employee
– The day of leave for a 25/40/50/60 wedding anniversary of family members

To lower:
– Marriage ceremony to 4 o'clock, this was 1 day of leave.

Add:
– Arrange a cohabitation contract, maximum 4 hours of leave.

Additional maternity leave for multi-parent families
UWV wants to expand the option of using additional maternity leave to multi-parent families. In other words, for non-legal parents. For legal parents, this additional maternity leave is regulated in the Work and Care Act.

Transition leave
UWV wants to include the option to take transition leave in the collective labor agreement.

Job evaluation
UWV wants to switch to a different job evaluation system. De Unie is not enthusiastic about that. We have been discussing this for some time. It is essential to at least resolve disputes and complaints about job classification and job classification in the current system. UWV now also indicates that a clean sweep must first be made. A concrete proposal has not yet been made, UWV will respond to this on March 13. We know this is an issue that affects many of our members. We will call on you more often for more information. Keep an eye on your email for this. 

On-call shifts and overtime
On-call services
Some employees have to work on-call shifts. This means that you must be available outside working hours because you may be called to work. This happens according to a schedule. UWV wants to improve the compensation for on-call shifts in job group 9 and higher.

Overtime
UWV wants to simplify overtime compensation, now sometimes 3 percentages apply on the same day.

What do we think of the proposals?

It is still too early to form a value judgment about your employer's proposals. We will explore the topics further in the coming negotiations. Moreover, UWV has not yet made a salary proposal. And we want to hear a response from UWV to our proposal letter.

What now?

We will continue with the collective labor agreement negotiations on Wednesday, March 13, 2024. We will then discuss at least two topics.

  • An explanation of the financial situation by the financial director of UWV. We have emphasized that we want to provide clarity after March 13 de Uniemembers about the wage space that UWV has for salary increases.
  • Job evaluation: UWV has agreed to prepare a proposal, De Unie will do this too.
