UWV: Collective labor agreement final

The date of March 31, 2023 has passed. Previously has De Unie made an agreement with UWV that the collective labor agreement will be formalized after this date. The new collective labor agreement has thus become a fact. It has also become clear that the collective labor agreement will be signed by all parties. That is positive because a great deal has to be done and then it would be better if the trade unions could jointly put their shoulders to the wheel.

How further

De Unie will now get to work with the various agreements made in the collective labor agreement. The important consultations about the pension scheme will of course also continue.

Job evaluation

I have recently received reports from various members that there is dissatisfaction. I am in close contact with various Enforcement experts following the rewriting of this position. If you believe that the work you perform does not correspond to the job description, please contact the representative, preferably together with other colleagues. It has been agreed in the collective labor agreement to further elaborate the subjects of job system update and job description dispute settlement during the term of the collective labor agreement. We would therefore like to get in touch with members for whom this subject is important at the moment.

Study pension

The Pension Steering Group has continued its work in recent months. This steering group is preparing the transition to the new pension system. The bill for the Future Pensions Act has now been approved by the House of Representatives. The Senate is currently considering this bill. Preparatory talks have begun in anticipation of the adoption of the law. All options are currently being kept open. Insight is now being developed into the consequences of the solidarity pension scheme. The solidary pension scheme is only possible in combination with the existing pension. This solution direction has many challenges.

De Unie believes the following components are important if the solidarity pension scheme is chosen:

  • A pension payment that is as stable as possible;
  • Financial compensation for employees who accrue less pension under the WTP;
  • Balanced distribution of the pension fund's buffers across the various stakeholder groups.

Naturally, the alternative, a flexible pension scheme without starting, is also being worked out.

Next collective bargaining

De Unie is of course also looking forward to the next collective bargaining. For the 2024 employment conditions scope, the UWV depends on the budget allocated by the Ministry of Social Affairs and Employment. This is determined in the government budget on Prinsjesdag (third Tuesday of September). If UWV wants to have enough money in 2024 to offer employees purchasing power improvements, then UWV must start negotiations with the Ministry of Social Affairs and Employment in good time. Reason why De Unie will come back to you later this year to encourage the Board of Directors of UWV to do so.
