CZ: report on social plan consultation

On 17 May 2021, further consultations were held about CZ's social plan. We used this consultation to identify which subjects we can easily reach agreement on and which subjects the parties are far apart from each other.

The topics where parties can find each other

The employer is satisfied with the structure and structure of the social plan. The tools from the social plan do their job. In principle, CZ wants to convert the pilot of the voluntary severance scheme with an allowance of nine monthly salaries into a permanent part of the social plan. CZ wants to lay down more clearly that there is no notice period for the employer in the event of voluntary departure. This is in line with the intention of the pilot, so for De Unie there is no reason to object to this. The survey also showed that members considered the voluntary severance scheme important to very important. We are therefore pleased that this arrangement can be continued.

There are some text proposals that the parties will come up with. Most of the time, we have to adjust texts because the law has changed or because CZ has changed the policy. It's not about drastic changes.

Subjects where parties are far apart

CZ has proposed adjusting the preventive mobility scheme. It has been agreed in the social plan that the employer will announce the reorganization well in advance and make facilities available to employees during this one-year period to improve their labor mobility. CZ wants to reduce this period to six months. During that period you can of course do considerably less. The survey found that most members were relatively neutral on this topic.

CZ thinks the severance payment is too high. The employer proposes to reduce this in a number of steps to a level that hardly exceeds the transition payment. In the meantime, the employer has also indicated that there is room for negotiations.

The members of De Unie indicated that they considered the severance payment to be the most important topic. CZ and De Unie are really far apart on this part. Certainly because there is also a complication that the transitional arrangement has been removed from the legislation, as a result of which the transition payment for employees aged 50 and older can be much lower if we do not increase the multiplication factors. CZ wants to drastically reduce the multiplication factors.
