De Unie is negotiating a new ING CLA with ING management and the other trade unions. We think its important to keep members well informed about the progress of the talks.
De following issues were discussed on the second day of CLA negotiations.
- Profit-sharing scheme
- In scale increase
- Training and development
- Salary increase on development steps
- Explanation of wage demand
Profit-sharing scheme
All three trade unions mentioned the topic of profit-sharing arrangement in their proposal letter. We explored on this second day of the CLA negotiations whether parties could find common ground on a profit-sharing scheme. De Unie has developed and presented a proposal to the other CLA parties. You can read this proposal here. In developing the proposal, we looked at the CMU scheme that was abolished in the previous CLA negotiations. Broadly speaking, we tried to keep the cost level of the profit-sharing scheme the same as the CMU, at the RoE percentages agreed in that scheme. The other trade unions have proposed their own profit-sharing scheme. ING itself did not propose a profit-sharing scheme.
We did not get around to discussing the substance of the proposals in this meeting. This will be discussed at the next day of negatiations.
In scale increase
De Unie has addressed the issue of in scale increase in our proposal letter. We propose converting the current arrangement for in scale increase (Article 4.4.1 ING CLA) into an annual in scale increase of 3% of the maximum scale salary (until the maximum of this scale is reached). A simple arrangement that allows employees to grow through the salary scale faster than under the current system.
ING’s management chooses a different direction. The proposed Pay for Growth model is based on linking Step Up year-end scores and salary increases based on a distribution table. We have discussed this systematics at length. The various risks of a performance-based salary increase were discussed. On this second day of CLA negotiations, we discussed the systematics. ING will come up with a substantive proposal in the next talks.
Training and development
Two of the trade unions have put the issue of Training and Development on the CLA agenda. At the request of the employer delegation, we provided more explanations. We gave an extensive presentation on what members bring to De Unie about training and development. Some of the points mentioned were recognisable to the other CLA parties. A joint working group has been formed. This working group will start working in the coming weeks to discuss which points can be improved in the CLA.
Salary increase for career moves
The employers’ proposal includes a proposal to amend article 4.9.3 of the ING CLA. This concerns the increase if you make a move to a job at the same job grade as your current job. The proposals concerns:
- a tightening of the definition
- an adjustment of the percentage
In itself, it is nice that the scheme remains in place. The fact that ING financially appreciates employees who move to another job is well received. De Unie will carefully study the changes the ING management wants to implement.
Explanation of wage demand
All CLA parties are coming up with very different proposals for structural salary increases. On this negotiation day, all parties explained the calculation system used to arrive at a particular wage demand. De Unie did this using a powerpoint presentation. We would also like to share this with members at the members’ meeting on Tuesday 15 October.
