
De Unie received a conditional mandate from its members to sign the ING CLA 2025-2026. About 2/3 of the voting members indicated that they felt it was important for De Unie to remain a partner in the ING collective labour agreement. And therefore felt that De Unie should sign if an ING collective labour agreement would otherwise be reached without De Unie. This may possibly overrule the decision of the majority of members.
This does not mean that De Unie will sign anyway, because we see little enthusiasm for the negotiation result. If there is room for renegotiation, there are enough points for improvement to realize a CLA with more support among De Unie’s members.
What should be different
There are many topics that members would prefer to see changed.
Not everyone indicates the same areas of concern. Commonly mentioned topics are:
- ING should compensate for part of previous years’ inflation;
- Do not introduce variable pay;
- The discretionary budget for April 2025 should be paid as this is an agreement from the CLA 2023/2024;
- Collective salary increases should be paid at 1/1 instead of 1/7;
- The structural salary increase for 2026 is too low;
- Resistance to implementing Pay for Growth, both the assessment dependency and the low percentage.
Satisfaction too
There are also many members who do feel satisfied with the result achieved. Comments in this group are usually that they want to look ahead and find this CLA result reasonable on its own merits. Others are not satisfied per se, but do not expect sufficient support for actions. Pay for growth in particular is a source of concern.
The 80-90-100 arrangement is most often mentioned as a positive development in this collective agreement, although flexibility in working out this arrangement is frequently requested because the work does not allow for working 1 day less in the week. Many members also indicate that they are satisfied with the salary increase for 2025.
How to proceed
De Unie informed ING of the outcome of the voting procedure. If the CLA comes about, meetings will be scheduled in January to determine the CLA texts. A number of issues have not yet been fully negotiated during the CLA negotiations, for example Pay for growth and shift work. ING has also proposed some text amendments that should not lead to substantive changes. These proposals also have yet to be discussed.
