IOW extension until 2024

The cabinet has decided to extend the Income Provision for Older Unemployed Persons Act (IOW). This was due to expire on January 1, 2020, but now runs until January 1, 2024. The IOW serves as a safety net for older unemployed people who are no longer able to receive unemployment benefits or WGA benefits, but are also not yet entitled to their AOW benefits.

What is the IOW anyway?

In the Netherlands, there are various benefits for times when your income is lost: including unemployment benefits if you are unemployed, and the WGA if you are partially incapacitated for work. But these benefits end at some point. If this happens if you are not yet entitled to your AOW benefit, you must 'eat' your own assets or that of your partner. To prevent this, you may be entitled to an IOW benefit. Or a supplementary IOW benefit, if your own income is insufficient at that time. Basically a bridging benefit.

When are you entitled to an IOW benefit?

To be eligible for the IOW, you must meet a few conditions:

  • You were 60 or older when you became unemployed or when your WGA benefit started. This condition applies until January 1, 2020.
  • From 1 January, you must be at least 60 years and 4 months old to claim IOW.
  • You have received unemployment benefit or WGA benefit for more than 3 months, but it has expired.

Will you become unemployed or will you receive a WGA benefit that starts before 1 January 2024 and are you 60 years and 4 months old at that time? Then you are still entitled to an IOW benefit after these payments have expired until 1 January 2027 at the latest.

How do I apply for an IOW benefit?

This differs from the benefit you received for it: unemployment benefits or WGA.

IOW after unemployment benefit
You can apply for IOW benefit from five weeks before your unemployment benefit ends. You can do this via My UWV, where the IOW application is ready.

IOW after WGA benefit
Are you entitled to an IOW benefit? Then you will automatically receive an application form from the UWV.
