Housing services: collective labor agreement negotiations

Wednesday, February 16, 2022, we had the sixth round of negotiations for a new collective labor agreement for residential services as of January 1, 2022. In this newsletter I talk about wages and the generation pact, the noise from the workplace and the question of what your opinion is about the negotiations. ?

Salary offer
Employers have made a new wage offer for a two-year collective labor agreement. They offer structural wage increases of 1% as of July 2022, 2,5 and of 1% as of January 2023, 2,2. In addition, they offer a one-off amount of EUR 600 gross in proportion as soon as this is feasible. Employers do not agree with the trade unions' proposal for a combination of a percentage and an amount and not to apply the adjustment amount temporarily. We have therefore made some progress on wages, but the difference between the parties to the collective labor agreement regarding the level and composition is still very large.

Generation pact
There are questions from employers and employees about the Generation Pact. We have agreed that if we extend the Generation Pact, employers will be lenient with requests from employees before 1 January 2022. These requests will not expire but have been parked. Also, the four-month application period does not start again, but is reduced by the part of the period that has already expired in 2021. The remaining application period is (maximum) two months. This gives the employer time to make the necessary preparations and arrange for a replacement.

Employees who have not yet submitted an application but are now 63 years or older and want to participate in the Generation Pact can submit an application from the moment the collective labor agreement has been reached. A shortened application period of two months applies to them, starting from the moment of (re)submission of their application. The application must be submitted within one month of reaching the collective labor agreement.

As long as we are still negotiating, no extra time off hours can be purchased from the individual career development budget.

Noise from the workplace

In the past period, the trade unions have collected the reactions of employees to (the course of) the negotiations and bundled them in a document with the title: 'The sound of the workplace'† Of course with the permission of those involved, uncensored and on condition of anonymity. People from all parts of housing associations give their opinion about the negotiations and in particular the attitude of the employers. These collected responses were handed over to the employers' delegation by our present executives Nicole, Leo and Niels with the invitation to read and listen to them. The employers thanked the supporters for the effort, found it a wide range of reactions and indicated that they would look at it seriously. We are curious about the employers' next step in the next round of negotiations on 16 March. You can also freely share and discuss the document with your colleagues.
