UWV: Progress of collective labor agreement consultation 8 December 2021

The collective labor agreement negotiations are still in full swing. There are many issues that we need to agree on. The topics that cost serious money take up a lot of time. Below I give a report of December 8, 2021.

Duration

We are now talking about a collective labor agreement with a term of one year. Inflation is now high. We cannot estimate how inflation will develop over the course of 2022. We therefore only want to conclude a multi-year collective labor agreement if we can agree that inflation will at least be compensated for in the second year. Your employer does not want to run that risk.

Voluntary early retirement

The so-called RVU exemption scheme is for many members of the De Unie an important wish. The UWV has calculated the costs of this scheme. But the UWV also has fundamental objections to this scheme. Your employer relies on the extensive policy that it has in the field of sustainable employability. The UWV states that a suitable solution will be sought within the UWV for employees who indicate that they can no longer cope with their work due to age or health problems.

Retirement

The pension premium must be increased by 1% to 2022% with effect from 2,7 January 22,7. The employer must pay 1,8 percentage points of this premium increase and the employee 0,9 percentage points. You will notice this in your disposable income for 2022. We have an alternative, lower the premium back to 20%, but then the pension fund must implement an accrual discount. A build-up discount is disadvantageous for the employees.

Raise

We have requested a salary increase of 4%. We have not yet lowered the salary demand during the negotiations. Since we asked for the 4% inflation has increased. So the need for a good pay raise has only increased. The UWV offers a salary increase of 2,2% on 1 January 2022.

The new way of working

Under the term the new normal, the UWV is developing a vision on how work can be organized once everyone can return to the office. The UWV would like an extra year to investigate this. The UWV is working to reduce the number of square meters of office space because it is assumed that working full-time in the office will not return.

De Unie now wants to lay down some basic agreements in the collective labor agreement:

  • Working from home cannot be made compulsory.
  • Compensation for working from home. (The UWV proposes 2 euros per day, De Unie wants to make full use of the tax options, this is 2 euros per day worked from home and 40 euros per month).
  • A good facility for furnishing the home workplace.

We also think it is important to record that the UWV and the trade unions enter into discussions with each other if there are major changes in legislation. The government's covid policy seems to be extending to the employment relationship. We believe that it is the social partners who are responsible for this, not the government.

The difference of opinion on the travel allowance for commuting has not yet been resolved. The UWV believes that it should ensure that employees do not come to the office in their car. That is why she wants to reimburse the car kilometers with only 10 cents per kilometer driven. In addition, there is also a maximum on the number of kilometers that qualify for reimbursement. UWV states that this corresponds to the travel expenses scheme in the pre-covid era.

Conformity

We are close to agreement on a number of issues.

We expect to be able to reach agreement on the proposal to extend the social plan.

There are also some topics brought in by the employer that we can probably go along with. For example:

  • The wish to arrange in the collective labor agreement that a labor market supplement can be given.
  • The proposal to extend the third unemployment benefit agreement by 5 years.

Continuation

The December 8, 2021 meeting was the last meeting scheduled for this year. Because we want to try to find a solution, an extra collective labor agreement meeting has been arranged on 13 December.
