UWV: Report on the collective labor agreement consultation on 13 December 2021

Unfortunately, the collective labor agreement consultation on Monday 13 December 2021 has not yet resulted in a new collective labor agreement. We knew it would be difficult because the positions of UWV on the one hand and of the trade unions on the other are far apart. We want to make a final attempt on Thursday 16 December to conclude a collective labor agreement. The parties to the collective labor agreement will use the period before Thursday to see whether we can still adjust our policy on subjects.

Members opinion De Unie

After the collective labor agreement consultation on 8 December 2021, I reported on the consultation. I, advocate Inge de Vries, have received many responses to this report from members. Due to the short time between negotiations, it is unfortunately not possible to answer personally. In most reactions, members expressed disappointment in the attitude of the UWV. Some examples of reactions are:

  • “I definitely think we need to keep our feet up when it comes to wage demands this time.”
  • “Apparently we have to take money with us to be able to work for UWV.”
  • “In my opinion, proposals do not do justice to the efforts that employees have shown in the past period.”
  • “The UWV does not seem to realize that not every employee lives in an area where public transport is well organized.”

Other members were a bit more nuanced. Members' feelings are an important guideline for De Unie in the collective labor agreement.

Consultation of 13 December 2021

Salary

In the collective labor agreement we did take steps about the structural salary increase. Both UWV and De Unie tried to bridge the gap. But the gap is large and the parties' room to move is limited. If I agree with the level that UWV says you can pay, this means that you do not have a full inflation adjustment.

RVU

The temporary early retirement scheme (RVU) does not seem to be open to discussion for the UWV. Politics also seems to play a role in this, the RVU is intended for heavy professions. This is a hard blow, it is precisely this employment condition that is for the members of De Unie weighty.

Travel allowance

The travel allowance for commuting if you travel with your own car is also a point of discussion. The UWV is prepared to increase the reimbursement slightly, but it is not enough.

Homework allowance

De Unie and the UWV are more or less in agreement about the homework allowance. We have been able to make some improvements to the UWV's proposal. Because the UWV has to process the scheme in the administration in good time, the UWV has decided to implement this in anticipation of a negotiator's agreement. I would of course like to hear from you whether you are satisfied with the working from home allowance.

There is also progress on other files. However, this is not about topics that the members of De Unie have said in advance that they thought it was important.

How further

Because we were unable to resolve the matter on Monday, December 13, we have agreed that all parties will think very hard about their position. I do that in consultation with the executives of De Unie. We have found a new negotiation date, we will continue the consultations on Thursday 16 December. However, this seems to be the last chance to agree on a collective labor agreement in 2021.
