UWV: collective labor agreement consultation

On Thursday 27 October 2022 we started the collective labor agreement consultation. In the first consultation, all parties explained what they want to achieve with these collective labor agreement negotiations. De Unie has emphasized for these negotiations the collective salary increases and expense allowances (travel allowance for other transport).

What does UWV want?

The proposal letter from UWV contains few concrete proposals. UWV provides a vision for employership and says it assesses the proposals of trade unions along these lines. It is striking that UWV does not propose a structural salary increase. UWV refers to the national budget for 2023, in this budget the financial scope for UWV is determined. This is not close to the inflation correction we are asking for.

Job evaluation

We have also explicitly drawn attention to job evaluation. We do this on the basis of the case of the reintegration advisers, but there are more positions at UWV for which the job description is demonstrably no longer up-to-date. UWV indicated that it recognizes the problems that we introduce. UWV aims for a general approach in the form of modernizing the job evaluation system. As far as we are concerned, this is not the right route, we at least want to solve the problems that we have introduced. This can be done in addition to a study agreement on modernisation.

Retirement

In the proposal letter, we shared our concerns about the pension study. The legislative process has been postponed by at least six months, until 1 July 2023. The planning of the pension study steering group requires parties to make directional decisions before the end of 2022. This increases the risk that decisions will have to be taken before all relevant information is known. We don't think this is a good thing. The parties to the collective labor agreement have agreed to ask the steering committee to advise the collective labor agreement table.

How further?

The next meeting will be on November 16, 2022. It has been agreed that this day will in any case discuss the financial topics. Due to the high inflation, UWV employees see their purchasing power decline. This obliges the parties to the collective labor agreement to quickly provide clarity about the salary increase.
