CBR: Finally a negotiated result collective agreement

We have reached a negotiation result with the CBR about your collective labor agreement. Positive agreements have been made for all generations and departments. This collective labor agreement runs until 30 June 2023. The following agreements have been made on key points, which we will explain in more detail below.

It includes a structural salary increase of 5% and a one-off payment of 3,95%. In addition, we were able to make good agreements about the three-month bonus, an 80-90-100 scheme, the RVU scheme, a homework allowance, agreements about the day window and good agreements for flex workers. In addition, almost all deterioration proposals from the CBR have been removed from the table. The overall agreement was discussed in detail with the framework group. Process

The previous agreement in 2020 did not receive approval from the members and then came corona. In mid-2021, we informally entered into a discussion with the CBR for a new collective labor agreement. No deterioration and a decent salary increase was our approach. The CBR nevertheless wanted to implement a number of deteriorations. It has been agreed, however, that the one-off payment of € 400 in 2021 could be set off against the new collective labor agreement to be concluded. In the end, we formally started the negotiations, which you are aware of. These were tough conversations in which we stuck to our basic principles. It got so high that the management had already put on its coat during the meeting. In the end, we were able to keep the board at the table, without compromising on our principles, and we arrived at a negotiated result. No agreement in principle, the pay increase is just too meager for that, but given all the circumstances in which the CBR finds itself, sufficient to present it to you with a positive advice. Especially because this is an agreement where all generations en every department gets a plus within the CBR. Below is an outline of the process and the agreement.

Wage and term

The term has become 42 months to prevent a period without a collective labor agreement. It is always difficult to compensate for a setback period. A one-off payment of 3,95% has been agreed for the period up to now. The € 400 is included in this. To ensure that everyone who receives 3,95%, that € 400 is converted percentage. The structural salary increase of a total of 5% will be processed in your salary at the following times;

  • May 1, 2022: 1,5%
  • October 1, 2022: 2%
  • May 1, 2023: 1,5%

All these increases and benefits also apply to temporary workers.

Three-month benefit

As of 1 May 2022, the three-month payment will be commuted in one go. If you were entitled to this benefit, you would become fully compensated. You can immediately calculate the amount that you will receive at once in the calculation tool on the intranet. Nothing is finalized, you just get what you are entitled to. For this, 1,5% of the wage increase is used. We have talked long and insistently about this and how this should be calculated. For some, the AOW date is earlier than for others. The tipping point is approximately 56 years of age. There are different ways to look at this, but the big advantage is that you now receive the amount all at once and you can decide for yourself what you are going to do with that money. This is a plus for both the young (56 min) and the elderly. Incidentally, you can still convert the benefit up to and including 30 April 2022 into leave if you assign a higher value to it. Vitality Arrangements

If you are four years before your state pension age, you can immediately make use of an 80-90-100 scheme. 80% working, 90% salary and 100% pension accrual. The existing schemes will expire at the end of this year. If you are now 64 or older, you can still participate in the current arrangements from the collective labor agreement. This will cancel your ATV days.

You can also make use of the RVU scheme. With this you can stop working immediately and receive a monthly benefit equal to the AOW single person. For further conditions, see the agreement and explanation.

Work from home allowance and Travel expenses

For office employees, the fixed travel allowance will expire on 1 May 2022 and it will become a reimbursement per kilometer. This will be increased from an average of € 0,11 to € 0,19 per kilometer. Day mirror

There will be a pilot to extend the day window, in particular for Customer Service and Theory employees, but explicitly not for examiners and DPR. Participation in this pilot is completely voluntary for everyone. If you want to continue working at your normal hours, no problem. For those who want more flexibility in working hours, this is possible from Monday to Friday between 07.30:21.00 and 09.00:17.00 and on Saturdays between 15:17.30 and 21.00:50. If you work during the week in the shifted hours scheme, you will receive a XNUMX% surcharge on the hours from XNUMX pm to XNUMX pm and XNUMX% on Saturdays. Look here for all details. To prevent "soft coercion" from arising to work at other times than you would like, a supervisory committee has been set up to report this. This committee, in which trade unions also have a seat, then provides binding advice that everyone must adhere to. The pilot will end on June 30, 2023. If the CBR then wants to extend it, they will have to make agreements with us about this again in that new collective labor agreement, otherwise it will stop.

Flex workers

We have agreed that more attention will be paid to the flex worker within the CBR. They work just like ordinary employees and should be treated as such in our opinion. It has been agreed that during the term of the collective labor agreement, at least 25 FTEs of flex workers will be given permanent employment. We also have a quarterly meeting about how things are going in preparation for agreements in the next collective labor agreement.

max. 200 hours overtime allowance

There is an arrangement for an extra allowance for examiners if you have worked more than 200 hours of overtime. Working overtime in moderation is fine, but working so much overtime is simply not good for you as a person and we do not want to enthuse this. This arrangement will therefore end immediately. The 50% overtime compensation will of course continue to exist.

Vote until March 17th

The members have received an invitation to vote. Please read all documents carefully and cast your vote. Your vote as a trade union member is important and valuable. This is also possible until March 17 if you are in favour. Last time we received the comment "If I don't vote against, I'm still in favour". Unfortunately it doesn't work that way. So for or against, cast your vote. Every vote counts.
