Professional freight transport: Timely conclusion of the collective agreement and term

Why is the collective labor agreement not ready on time?

In the more than 13 years that I have been a collective labor agreement negotiator, I often hear the complaint that the collective labor agreement is not concluded in time. People like to know where they stand and they like it when the new collective labor agreement is in place before the old one expires. But what if the new collective labor agreement is not yet in place? Then there is a follow-up of the old collective labor agreement (I don't have a collective labor agreement (anymore) What now?)

In practice it appears that most collective labor agreements are not concluded in time. The collective labor agreement for professional goods traffic and vertical transport has not been concluded in time for 12 years. (I do not count a timely extension). This is annoying for all parties and certainly difficult when it comes to wages. After all, you would like to receive your salary increase as of 1 January next. If the collective labor agreement is not concluded in time, should this be granted with retroactive effect or the increase in collective labor agreement will take effect at a later date. It is also inconvenient for employers' planning, because what wage costs can you then pass on to the customer? In short, everyone actually wants to conclude the new collective labor agreement on time and in each negotiation the wish is expressed that the parties strive to have the work completed on time next time.

Then why doesn't it work? Well, during negotiations you can end up in situations where you have to return to (part of) your supporters. When in doubt, you will have to consult the supporters whether you are still negotiating within the mandate that you have been given. The employer side has to do with this, but also De Unie and the other trade unions. This takes time and every situation is different, making it impossible to estimate how much time it will take.

The first negotiation for your collective labor agreement will take place on 9 September. The proposals letters from all parties are then explained and the parties can ask each other about the proposals. The new negotiation dates are also set. That will be a difficult job because all negotiators have a busy schedule, finding a follow-up date that everyone can do is difficult. This is not conducive to the process.

De Unie therefore wants to propose concrete negotiation dates for 2023 before the upcoming negotiations and determine these dates so that the process does not suffer unnecessary delays. We are thinking of setting 5 dates so that everyone can set them a year in advance.

Duration 1 year

De Unie wants to propose a one-year collective labor agreement. At the moment there are so many uncertainties about how the economy will develop and how it will affect you, that we think it is wise to commit only for the coming year.
