Little enthusiasm for ING collective labor agreement

January 07 2025

De Unie has received a conditional mandate from the members to sign the ING collective labor agreement 2025-2026. Approximately 2/3 of the voting members indicated that they considered it important that De Unie partner remains with the ING collective labor agreement. And therefore finds that De Unie should sign to prevent an ING collective labor agreement without De Unie is closed. This may overrule the decision of the majority of the members.

We see little enthusiasm for the negotiation result. If there is room to renegotiate, there are enough points for improvement to realize a collective labor agreement with more support.

What should be different

There are many topics that the members of De Unie would rather see a different interpretation of. Not everyone gives the same points of attention. Frequently mentioned subjects are:

  • ING should compensate for part of the inflation of previous years;
  • Do not introduce variable remuneration;
  • The discretionary budget for April 2025 must be paid as this is an agreement from the 2023/2024 collective labor agreement;
  • The collective salary increases should be paid on 1/1 instead of 1/7;
  • The structural salary increase for 2026 is too low;
  • Resistance to the introduction of Pay for Growth, both the assessment dependency and the low percentage.

Also satisfaction

There are also many members who are satisfied with the result achieved. Comments in this group are usually that they want to look ahead and that this collective labor agreement result is reasonable in itself. Others are not satisfied in itself, but do not expect sufficient support for actions. Pay for Growth in particular is a source of concern.

The 80/90/100 arrangement is most often mentioned as a positive development in this collective labor agreement, although there are frequent requests for flexibility in working out this arrangement because the work does not allow for working 1 day less per week. Many members also indicate that they are satisfied with the salary increase for 2025.

How further

De Unie has informed ING about the outcome of the member consultation. If the collective labor agreement is concluded, consultations will be scheduled in January to determine the texts of the collective labor agreement. A number of subjects have not yet been fully negotiated during the collective labor agreement negotiations, for example Pay for Growth and the shift work scheme. ING has also proposed a number of textual changes that should not lead to substantive changes. These proposals also still have to be discussed.
