UWV: Report on the collective labor agreement consultation on 9 December 2022

On 8 December, there was another consultation between the trade unions and the UWV. As we indicated in the previous member's message, the parties are far apart. Between what UWV offers and what the members of De Unie expectation is a big hole. Nevertheless, we started a long day of negotiations in good spirits. After all, it is especially important now to establish a collective agreement with a nice salary increase. Employees really need that with this high inflation.

No negotiation result in sight yet

Members and employees who have not yet joined have made their views clear. We have passed this on to UWV, a 4% structural salary increase is completely insufficient for UWV employees. However, this was no reason for UWV to increase the salary offer. In fact, we are at the end of the day where we started. A salary offer of 4%, which is insufficient for the members. And no new improvement in the travel allowance.

We didn't even get to the other topics, which are also important, home work allowance, job evaluation, RVU and permanent jobs for flex workers. A frustrating situation.

Retirement

We have made a small step on the subject of pension accrual. In anticipation of a possible result, the parties have agreed that the pension premium will be increased as a contribution to the maximum pension accrual in 2023. It has emphatically not yet been agreed that the maximum pension accrual will be guaranteed, as the UWV did not want to go that far. We still have to take into account that your pension accrual will not be complete in 2023. This depends on the salary increase we manage to achieve.

This is a big step for UWV, because UWV has reversed its position that the pension contribution may not exceed 22,7%. It is positive that the employer has made a move for now.

Movement trade unions

The UWV accuses the trade unions of proposing an unrealistic salary increase. Naturally, we think it is important that a collective labor agreement is established. Then you have to De Unie willing to abandon the position taken. We have adjusted the proposal for a salary increase in two steps. De Unie is now asking for a 10,5% salary increase in a 1-year collective agreement. The UWV also thinks it is unrealistic to ask for a salary increase of 10,5%. Our proposal for the travel allowance (using fiscal space) and the other parts of the proposal letter are still unchanged.

New consultation

The current collective labor agreement expires on 31 December 2022. De Unie would like to agree on a salary increase that will take effect on 1 January 2023. That is why we have agreed on an extra collective bargaining agreement. We will talk further on December 14, 2022. The unions and UWV have agreed to make more substantive announcements after the next round of talks.
