ING: Response De Unie on proposal

March 17 2023

ING made a proposal in an email to all employees. This is what your employer has to offer you for the year 2023. First of all, the fact that ING is now making new proposals is because you and your colleagues have shown, together with the trade unions, that you mean business. Without your signals, without the ultimatum, ING would not have moved. Trade unions receive many questions. From members who do not know whether we will negotiate with ING on the basis of this e-mail, from leads who ask us whether they are obliged to explain this proposal positively to their employees.

In this article you can read how we as trade organizations think about this. And how we now see the further trajectory, starting with two union meetings next week.

Calculation of ING's proposal

As trade unions and your advocates, we have carefully calculated ING's ideas to inform you and your colleagues what the offer actually means for the employees.

You can do the calculations here read. Because ING has made a complicated proposal, there are many sheets. Please take the time to review all calculations. A collective agreement is a collective agreement and must also be seen across the entire population of employees. We can only get out of this if employees of ING show solidarity with each other.

Explanation: we are looking at the year 2023

The trade unions mainly take the year 2023 into account in their assessment. ING is not clear about the term of the collective labor agreement. And in the ultimatum that we have issued on behalf of the members, we as the trade unions indicate what we want to achieve in a collective labor agreement for 2023.

Conclusion: ING's proposal does not come close to our ultimatum

The trade unions have formally issued an ultimatum to inform ING of our 'ultimate' demands. We have indicated that if ING wants to negotiate, they must make a proposal that comes close to the ultimatum. In this ultimatum we demand a structural salary increase of 1% as of 2023 January 10. This is necessary to repair your loss of purchasing power. ING does not come close with their proposal. The conclusion of the executives of the trade unions is therefore that this proposal is not a basis for resuming negotiations.

It's not just about salary
In addition to the structural salary increase, ING also mentions a number of other subjects in its e-mail, such as the improvement in the travel allowance and the improvement in parental leave. But even those are no reason to resume negotiations. ING proposes improvements to the lease arrangement. This is much needed and it is great that this movement is now being made. But this is still not enough.

CMU expires
ING mentions in the proposal that the CMU will disappear. This is a deterioration for you. We have included the disappearance of the CMU in our calculations.

Perspective through salary scale increase
Raising the scales by 12% offers prospects to colleagues who have long been paid at the maximum of their salary scale. It is a nice gesture, but at the same time ING is reducing the salary increase to 1% (for employees in the upper half of the salary scale). In other words, it will take you 12 years to reach the new maximum of your scale. The trade unions want to increase the salary increase. At ING, the incremental salary step is extremely low compared to other companies.

Salary increase for development steps
The trade unions are basically positive about ING's proposal to better reward promotions and horizontal job applications. A concern is that it looks nice, but if there is no budget for it, then hardly anyone will get the sausage that is presented. The promise of up to 12% for promotions and up to 6% if you switch jobs horizontally can turn into a major disappointment. ING says it wants to double the budgets, but that will really not be enough. We hear from too many departments that there is little or no budget for promotion. We therefore need such agreements about the budget that ING can fulfill the commitment.

Compensation for working from home is nice, but internet allowance is disappearing
The homework allowance of € 45 net per month is a neat gesture. Please note that the internet fee will disappear at the same time. It is therefore certainly not an improvement of € 45 per month.

Continuation of agreements speaks for itself
ING indicates that it wishes to continue many proposals. These are easy promises, they almost all concern employment conditions that you already have. These will continue unless trade unions and ING jointly agree to change or abolish them. Deposit of € 375 on your learning account, RVU, 2 CSR days, 2 extra days of leave are agreements that were negotiated in a previous collective agreement. We will not count them again when assessing the value of ING's new proposal.

Two short meetings next week.
The trade unions will organize two short one-hour trade union meetings in the coming week.

Tuesday 21 March from 10.00 a.m. to 11.00 a.m. we have an online action news, followed by coffee. We will go through the e-mail from ING and our calculations with you. The members have received an invitation to participate in the meeting.

Thursday 23 March from 10.00 a.m. to 11.00 a.m. we have an online action news, followed by coffee

Security meeting with ING

Trade unions have held safety consultations with ING. We are obliged to have these discussions with ING so that strikes can proceed in an orderly manner. This is where agreements are made with ING about the safety of strikers, employees and customers. With due observance of these agreements, the trade unions organize the strikes together with the action committee.
