CINOP: Report on collective labor agreement consultations

The CINOP collective labor agreement is agreed between the employer and De Unie. De Unie speaks on behalf of the employees. Employee opinions were gathered through a survey. This survey provides a clear representation of the views of CINOP employees. It should also be noted that employees have diverse interests and different concerns.

 Preparation

CINOP employees were asked to share their opinions on their employment conditions. They were asked to complete a comprehensive questionnaire, which many employees responded to. Employees also participated in panel discussions. This contribution helped develop a questionnaire that meets the expectations of CINOP employees.

CINOP collective labor agreement

The previous CINOP collective labor agreement (CLA) covered the period from 2022 to 2025. This CLA established a new employment conditions policy that reflects the nature of the organization and CINOP's ability to offer employees the freedom to organize their work to suit their own needs.

Collective bargaining agreement

The most important factor is the system by which the collective bargaining agreement increase is determined annually. This agreement is based on a 2% inflation correction. This has proven insufficient in recent years. The survey clearly shows that CINOP employees are dissatisfied with the current salary level.

Collective salary increases and the simultaneous increase in salary scales are the most important part of collective bargaining agreements. For employees currently paid at the maximum of their salary scale, it's important that their salary scales are also increased. Otherwise, they wouldn't be able to benefit from the agreed-upon collective salary increase.

The intention is also to agree on a short-term collective bargaining agreement. A four-year collective bargaining agreement is possible in a stable economy, but that hasn't been the case in the Netherlands for some time.

The survey shows that, besides salary, employees prioritize vitality and a well-designed home workspace. However, these are topics that not all employees share. This makes it more challenging to find a solution that all employees value and that is also feasible for the organization.

Staff conversation

On Monday, November 17, Inge de Vries (advocacy representative) was able to meet with some of the CINOP employees. It was gratifying that so many people were willing to make time and share what they consider important in the collective bargaining agreement.

How further

The next collective bargaining agreement meeting is on Monday, November 24th. This is intended to be the final meeting, allowing employees to vote in December. However, if an agreement that sufficiently meets employee expectations is still not reached, additional meetings will be necessary.
