Collective labor agreement negotiations ING wage increase and inflation repair

On Monday 21 October 2024, the third day of collective labour agreement negotiations took place. The following topics were on the agenda:

  • Salary (including profit sharing scheme), duration, reduction of working hours (32 hours and 80/90/100 scheme)
  • Pay for Growth
  • shift work
  • Student debt
  • Travel expenses

Insights

After the first two days, in which the parties mainly explained their positions, the intention was now to try to find each other on the important subjects. Of course, the structural salary increase is the most important subject to reach a collective labor agreement. However, it appears to be difficult to take the first steps to come closer to each other.


We would like to explain two topics in more detail.

First: the structural salary increase
De Unie has split the wage demand. For the year 2025 we ask for 5%, a percentage that is composed of the expected inflation plus 1% for purchasing power improvement.
But we also looked back because from 2021 onwards, the salary development of ING employees has lagged behind. De Unie notes a gap of 11% compared to the structural salary increase average in the Netherlands. We have entered into discussions with the management of ING about the condition of De Unie to agree on inflation repair in this collective labor agreement.
The management of ING does not share our vision. ING has concluded a collective labor agreement and there does not seem to be any willingness to do the same as De Unie to look back. There is some criticism of our calculation. De Unie is counting on a structural salary increase of 4%. The ING management points out that some employees have received a higher percentage salary increase. In addition, the scales have been increased, so that everyone (with perhaps a few exceptions) has improved by at least 1%. If De Unie if we were to go along with this reasoning, then there is still a gap of 9% over the past as far as we are concerned. We were unable to bridge this difference of insight on 21 October.

The second topic concerns the 32-hour work week.
One of the other unions proposes to reduce the working hours of ING employees by 4 hours. Everyone will give up 4 hours, while maintaining their current income. Your average workload will not be reduced, the assumption is that everyone can save at least 4 hours of working time by working smarter. The management of ING has De Unie asked what we think of this proposal. We would like to discuss this with the members. Not everything has been discussed

We did not get to all the subjects. For example, the subject of the 80-90-100 regulation was postponed to the next meeting. At the suggestion of De Unie This is combined with consultation on the RVU. The current RVU exemption scheme expires at the end of 2025. At national level, discussions are taking place on the adjustment and continuation of the RVU exemption. De Unie would like to discuss whether and how the RVU at ING will remain possible in the future. This also applies to the substantive treatment of the shift work scheme, which we will discuss in the consultation of 4 November.

The fourth day of collective labor agreement negotiations is on Monday, November 4.
