APG: Negotiation result of new collective labor agreement

Collective Labor Agreement 2023 and beyond

Uncertain times call for accelerated and certain measures. As a result, we arrived at a negotiator's result last Tuesday, October 18. We present these to you. First of all, I, advocate Joop Voesten, outline what preceded it, where we are now and what we expect from you as a member.

What preceded it

On September 23, we asked the members about their wishes for a new collective labor agreement. This input was discussed in our executives meeting. The executives had already looked into additional proposals. Really essential things didn't come up. For example, the desire remained not to tamper with the senior's leave scheme and to focus primarily on improving purchasing power.

At the end of September, the HR director asked whether there was support for quickly drawing up a new collective labor agreement. The importance of peace in the organization was recognized by all parties. A traditional negotiation process at APG often takes a long time. This is because unions and employers often have all kinds of wishes. Calculating the feasibility of those wishes takes a lot of time, while the HR instruments are already quite well arranged at APG. We have indicated that we are open to a 'short blow', but that we are only prepared if APG really has something to offer. So for the exchange of all proposals letters it should then be clear that the offer is acceptable. Otherwise, we would opt for the traditional negotiation process preceded by letters of commitment from the employer and trade unions. That would lead to a result sometime in February 2023 at the earliest.

where we are now

The first reasonable opening offer showed that APG seriously intended to get to work energetically. After several negotiating meetings scheduled in close succession, we have reached a common result. Because we stand behind this, we dare to present this to you with confidence.

Of course we are not blind to high inflation, which is mainly caused by high energy costs. It hits some harder than others. And of course we don't know what the future will bring. We do know that this result can show itself. Certainly if you compare it to collective labor agreements that are currently being concluded elsewhere. Incidentally, the FNV has finally let it be known that it will first consider it.

What does the result look like?

Only if a majority of the members votes in favor would the first effect be felt as of the salary payment of November and the collective labor agreement will take effect on 1 January 2023. Here is a summary of the negotiation result:

  1. With the November salary payment, everyone who was employed on October 18, 2022 will receive a net payment of €1.000, regardless of whether you work part-time or full-time.
  2. As of January 1, 2023, the salaries and the scale ceilings will increase structurally by 5,0%
  3. As of January 1, 2024, the salaries and the scale ceilings will increase structurally by 3,75%
  4. As of 1 January 2023, the paid parental leave will be supplemented by the employer, up to 80% of the actual wage. Otherwise, that would be a maximum of the UWV standard of 70% of the maximum daily wage. You must take the paid parental leave in the baby's first year of life.
  5. Current study agreements will be discontinued. This means that the 'employment conditions positioning' (salary structure) and in addition the 'Study inclusive vitality scheme for older employees and transitional schemes for senior leave and working time for older employees' (senior leave) will not be discussed during this Collective Labor Agreement.
  6. The term of the new collective labor agreement is from 1-1-2023 to 1-7-2024 (18 months).
  7. And finally, the social plan will be extended for another year until January 1, 2026.

What we expect from you

Of course we don't know what the future will bring. Because the collective labor agreement runs until mid-2024, we can then look back at how the period has gone until then. Adjustments for the year 2024 can then still be made in the then new collective labor agreement from 1-7-2024. New negotiations will then be started for this.

In order to achieve the November salary run (for the one-off of €1.000 net), we have two weeks to gather support. Members have been invited to vote. You can vote until October 30.
