asr: HAP agreement reached

Last week there was a long session about a new HAP to be agreed.
A consultation in which we immediately dived into the depths and this led to an agreement for a new HAP with a term of three years.

Main features

Asr and the trade union have agreed to continue the current social plan. The content and working method of the current HAP is good and can be used over the next three years if necessary. Major changes are therefore not desired. Asr's wish was to reduce the number of age tables within 'My safety net' to three instead of four as in the current social plan. The trade unions then made a proposal to merge the groups of 50+ and 60+ into one group of 50+. These age groups are brought together under the current correction factor of the 60+ age group. This gives the following scale for the new HAP:

Age group: Correction factor at the safety net:
Up to 35 years 1,25
From 35 years to 49 years 1,9
From 50 years and older 2,4

The difference between the different age categories lies mainly in the opportunities on the labor market and the possibility of retraining. Both are generally more difficult for the latter category, although we also hear many positive stories about training and development for this target group within asr

In addition, it will soon be possible to combine training budgets in phase 2 and 3 and you can also invoice your training that starts, in a reasonable period of time, outside phase 3 during phase 3.

Finally, we discussed the old and new transition payment for a long time. For the new HAP, we have agreed to calculate 'My safety net' via the new transition payment, as it has been in effect since 2020. This is in accordance with the current working method at asr. We are now going to record that this will also remain the working method. When changes are made from the government, we first discuss a possible implementation of the change and changes will not be automatically followed up. WW extension

A few years ago, the government reduced unemployment benefits. This means for employees a shorter period of unemployment benefit in the event of unemployment and the WGA benefit in the event of partial incapacity for work. At asr, together with members, we opted in 2018 to repair this via a collective arrangement via SPAWW. As a result, you and your colleagues are entitled to unemployment benefits and WGA benefits for a longer period of time and therefore more financial security. Employees pay the premium, which asr deducts from their salary. Next year the premium will be 0,2%. The scheme is about to end. Asr and the trade unions intend to extend this arrangement. This is then a collective labor agreement and that is why the members have received an invitation to cast their vote on this. If you want to know more about the SPAWW, look at www.spaww.nl.

As trade unions, we are satisfied with the result achieved. Social plan negotiations are often difficult because they often involve a downward spiral. At asr, however, 'My safety net' has not been cut further and for one group it has even been improved slightly. In addition, there will be more flexibility in the use of training fees and the submission of invoices.
