Frequently asked questions about the collective labor agreement negotiations in the Metal and Electrical Industry

General

Until when does the current collective labor agreement run?
The Basic and HP collective labor agreements run from June 1, 2024 to December 31, 2025. Negotiations on the new collective labor agreement will begin this fall.
What is the difference between the Basic Collective Labour Agreement and the HP Collective Labour Agreement?
The Basic Collective Labor Agreement applies up to scale K. Positions above that are covered by the HP Collective Labor Agreement. Both are very similar; the parties are exploring a single joint Collective Labor Agreement starting in 2026.

Salary and wage limit

Will there be a collective labor agreement wage increase before December 31, 2025?
No. The last increase (+3%) already took effect on June 1, 2025; nothing more will follow until the new collective labor agreement.
What is the salary limit for higher positions (HP collective labor agreement)?
If you earn more than €128.176 gross per year (monthly salary x 12,96) full-time, a structural collective bargaining agreement (CBA) increase is not mandatory. If you earn less than this, you automatically received the CBA increases.
I'm over the limit, so won't I get a raise?
The collective labor agreement (CLA) does not obligate the employer. Many companies still follow the CLA percentage or pay a fixed amount. Discuss this in a timely manner and report any deviations. De Unie.
Why does this wage limit exist?
He prevents the highest incomes from swallowing up the entire collective labor agreement budget. De Unie now finds the border too restrictive and wants to remove it from the new collective labor agreement.

Compensation & overtime

Am I entitled to overtime pay?
That depends on which collective labor agreement you fall under.

  • Basic collective labor agreement (scale A to K): yes, you will receive an allowance or time off according to Article 3.7.2.
  • HP collective labor agreement (above scale K): the collective labor agreement does not include a fixed overtime allowance; the employer can, however, agree on its own arrangement.

How is overtime paid now?
The overtime allowances per hour are as follows:

  • First 2 hours after working day: 24,1% per hour.
  • Then on Monday to Friday: 41,3%
  • Saturday until 14pm: 00%
  • Saturday from 14pm: 00%
  • Sundays and public holidays: 82,8%.

Is there a fixed home work or travel allowance?
The collective bargaining agreement (CBA) doesn't currently address reimbursement for working from home or travel expenses. Your company may already have this covered. Check with your HR department. To gain more clarity on this topic, De Unie Agree on a sectoral minimum standard for home work and travel expense allowances by 2026.

Sustainable employability

Until when does the RVU (early retirement scheme) currently run?
The RVU scheme currently runs until December 31, 12. The salary threshold for participating in the RVU is currently €2025 per month (when working full-time). De Unie wants to extend the RVU and drop the salary limit in the new collective labor agreement.
Will there be a generational pact without an income limit?
There is currently a generational pact with a salary limit. De Unie wants this to be dropped in the next collective labor agreement (80/90/100 for all incomes).
Why am I receiving a survey about sustainable employability?
TNO will conduct a survey until August 26, 2025, to determine how the early retirement scheme (RVU) and generation pact are working in the Metal and Electrical Engineering sector. The results of this survey will be incorporated into collective labor agreement negotiations.

Retirement

What will change due to the Future Pensions Act?
The PME Fund will switch to a solidarity premium scheme as of January 1, 2026.

Is the shift allowance pensionable?
Yes, starting January 1, 2026, an additional 1/5 will count each year. In 2030, the shift allowance will be 100% pensionable.

How do I know which salary scale I belong to?

Can an employer deviate from the Metal and Electrical Industry collective labor agreement?
Yes, the collective labor agreement is a minimum agreement. This means your employer is permitted to deviate from it. If your employer wants to make deviating agreements that aren't necessarily positive, they must do so in consultation with the trade unions. This only applies to the so-called B-provisions in the collective labor agreement (these are not in bold).

The main points from the draft proposal letter are as follows:

  • Salary increase 7,5%
  • Sectoral floor in expense allowances
  • Generation pact & RVU without borders
  • Periodic maintenance of job and salary records

Jesse van Roeden

Jesse van Roeden is the trade union's first negotiator De Unie for the Metal and Electrical Industry. He is a board member of the ROM Foundation. He is also active in various companies in the sector, such as Fokker, Damen Shipyards, and Royal IHC.

Outside of the sector, he's also involved with C&A, among others. This broad understanding of the sector and beyond keeps him sharply aware of what's happening on the shop floor. This includes reorganizations, training issues, pensions, the pay structure, and sustainable employability. He can incorporate these insights directly into negotiations with FME.
